Your local authority's waste app, free for your residents

Up-to-date collection days, checked full-bin reports, garden waste shredding, a weighed reuse area and the article 58 return: one service, in your name, set to your municipalities and to your area's public data. For French local authorities.

Sound familiar?

Seven situations waste services live with

“The waste tax keeps rising, and people ask why”

Your profile ranks, from YOUR area's public data, the actions that weigh most in tonnes, without ever putting the burden on residents.

Your profile

“Recycling centres overflow with garden and bulky waste”

Shredding at home with neighbours grouped, a weighed reuse area: tonnes stay in the garden or go back into use.

Shredding

“Bins overflow and the switchboard keeps ringing”

Residents report a full container after checking it is really full; your teams see which ones really overflow.

Full bin

“The calendar changes, the PDF does not”

A calendar updated week by week, bank holidays included, that updates itself in the phone's calendar.

Collection days

“The article 58 return is due by 30 June”

Entry by official category, value of donations from the 2024 scale, a file in the national format ready to submit.

The return

“The prevention plan is adopted, now it needs running”

Practical tools for residents, and kilos handed over or shredded counted gesture by gesture, with their calculation rule.

The prevention plan

“Nobody has time to check the contractor's invoice”

Waste management sets each collection invoice against the imported bin lifts and weighings, and explains every difference.

An online request; the shredder comes, branches become mulch.

The map

For the local authority

For your teams: what needs action comes first

The local authority home screen first shows what awaits a decision (reports to handle, bank holidays to settle, shredding requests to schedule), then the figures: kilos handed over or shredded, registered residents, municipalities covered.

  • Your profile: your public facts (INSEE, ADEME) and the priority actions for YOUR area, each with its source.
  • Overflow measurement: containers confirmed full, by day and by type.
  • The reuse area register: only what is handed on counts.
  • The article 58 return, in the national format.

New

The recyclerie, online

Residents give items they no longer need to other residents of their municipality, free of charge, with no advertising and no tokens to buy, unlike advertising-funded giveaway platforms. Pick-up at the giver's home or at a public meeting point chosen by the local authority; what nobody takes is pointed to its drop-off points (second-hand shop, reuse area at the recycling centre). More on the recyclerie.

Management side

For the service: waste management

A second block, for the service team: each month it checks the bin lifts, recycling centre visits and weighings exported by your software and contractor, simulates your pay-as-you-throw charge or tax schedules, and sets the collection invoice against the quantities recorded. It sits on top of your software, without replacing it. Waste management.

Benchmarks

What the law asks of local authorities

−15%
less household and similar waste per inhabitant in 2030 compared with 2010 (French Environment Code, art. L.541-1)
5%
of household waste tonnage to be reused by 2030 (same article)
2024
since 1 January, every resident must have a way to sort food and garden waste at source (art. L.541-21-1)

Your access

See the tool on your own area, in three steps

Your work email address

Checked against the official directory, then a code sent by email.

Open my access

Your area, already there

Your municipalities, your recycling centres, the mapped drop-off points and your profile, taken from public data.

Your staff try it

Each with their own address, in the same space, for one month. Nothing to install, on a computer or a phone.

Access offered, on your own area

Request access for your local authority

  1. Open the access page and enter your work email address: it is checked against the official directory of the French administration.
  2. Enter the code you receive by email: you go straight into your institution's own space, locked to its area.
  3. Open the waste service there: your municipalities and the tools in service are already set; your recycling centres, the drop-off points mapped on OpenStreetMap and your profile follow shortly, taken from public data. Nothing fictitious: it is your area.
  4. Each colleague signs in with their own address and joins the same space. Each address is valid for one month; access ends by itself.

Or see the demo first

See right away, without asking for anything, what residents see: the Recyclerie (giveaways), collection days, full bins, the map, shredding. The content is an example, labelled as such on every screen.

Price

Free for your residents, a published price for the local authority

Residents pay nothing: no advertising, no in-app purchases. The local authority pays a subscription. From €125 to €800 excl. VAT per month depending on the size of the local authority, on quote above 150,000 residents. Setting up your organisation is paid once, for the whole organisation, whatever the number of blocks; then you add blocks as you need them (15% off from two blocks).

See local authority pricing (size bands and an example).

The one-month access commits you to nothing: it ends by itself. The QR sticker files for the bins are provided; printing is available as an option, on quote.

Prices exclude VAT; VAT is added at the applicable rate when it is due. The population used is the municipal population published by INSEE (for an inter-municipal body: that of all its municipalities). One-year contract, renewable up to three times. One electronic invoice per quarter, for the quarter just ended, submitted through Chorus Pro (the French public invoicing portal); payment within 30 days. Offered by Challl, of which Ngento is a trade name.

Frequently asked questions

Before you request access

How much does it cost?
Nothing for residents. For the local authority: €125 excl. VAT per month under 10,000 residents, €300 from 10,000 to 49,999, €800 from 50,000 to 149,999, on quote above. Setting up your organisation is paid once, for all your blocks. The one-month access commits you to nothing. See pricing.
Many of our residents are elderly: will they use it?
The service opens in the browser, with no app to install and no password: a link arrives by email. Checking collection days needs no account. The service does not replace the phone or paper: it adds to your usual channels.
We already have a PDF calendar.
A PDF is frozen on the day it is printed. Here, you change a collection for one week (bank holiday, shifted round) and residents see it straight away, including in their phone's calendar if they added it.
What about personal data?
A resident's account is a nickname, an email address that is never shown and a municipality. Photos are cleaned on upload (location, date, device). An inactive account is deleted after the period you set. The local authority is the data controller; Challl hosts the service on its behalf, in Germany, and uses the data for no other purpose.
Many of our residents speak English.
The residents' service has a French / English switch, and its texts also exist in German, Spanish, Italian and Portuguese.
How much work for our staff?
Municipalities, recycling centres, mapped drop-off points and your profile are taken from public data, with no data entry. Your staff enter the rounds once, then only the changes. Each tool opens separately: you start with the one that helps most.
Will we be flooded with reports?
A full-bin report only arrives after the resident's checks, with a photo, and the same container reported by several neighbours within 24 hours makes a single report.
Do we need collection software or sensors?
No. The service works on its own, in the browser. You can import your drop-off points from your own file (CSV or GeoJSON) or take them from OpenStreetMap.
What about checking bin lifts and the contractor's invoice?
That is waste management, a separate block for the service, on quote. It is not in the one-month offered access: it is set up with you, on your files. Learn more.

A question, or access prepared with you

Your address is not recognised by the directory, you want a quote, or you would rather we set up access with you and your colleagues? Tell us which local authority you represent: we will reply.

Challl (Ngento) uses your answers to prepare your access, reply to your request and present the terms. They are kept for three years in our system, then deleted. To access them or have them erased: contact@challl.com. Our privacy policy.
