Reuse area

Weigh what goes back into use, and file article 58 on time

The reuse area register kept on a phone by the officer, and the annual article 58 purchasing return produced in the French national format.

The problem

Two obligations, few tools

French law sets a target of 5% of household waste tonnage reused by 2030 (Environment Code, art. L.541-1). And every year, public buyers report the share of their purchases that comes from reuse or contains recycled material (article 58 of the anti-waste law), by 30 June. Without a register, neither can be proven.

Register

The register: only what is handed on counts

  1. The officer records each item coming in (“received”) and going out (“handed on”): category (furniture, appliances, tableware, toys, textiles, bicycles…), weight, weighed on scales or estimated.
  2. For an item going out, they say where it goes: partner reuse shop, direct gift to a resident, charity sale.
  3. The summary gives kilos received, kilos handed on and the share handed on, by category, and states what share of the kilos is estimated rather than weighed.

Article 58

The article 58 return

For each category of the official list, you enter your spending for the year, including what comes from reuse, from donations (flat value calculated with the scale of the order of 29 February 2024) and from recycled products. The service exports the file in the national schema published on data.gouv.fr, with your SIRET number. It contains only what you entered: no figures are added.

What the tool does not do

It provides no container, no agreement with the reuse shop and no staff: the profile marks these actions “for the local authority to carry out”. Based on French and Flemish waste syndicates, it suggests a target of 4 to 6 kg of items handed on per resident per year.

Access offered, on your own area

Request access for your local authority

  1. Open the access page and enter your work email address: it is checked against the official directory of the French administration.
  2. Enter the code you receive by email: you go straight into your institution's own space, locked to its area.
  3. Open the waste service there: your municipalities and the tools in service are already set; your recycling centres, the drop-off points mapped on OpenStreetMap and your profile follow shortly, taken from public data. Nothing fictitious: it is your area.
  4. Each colleague signs in with their own address and joins the same space. Each address is valid for one month; access ends by itself.

Demo

Or see the demo first

See right away, without asking for anything, what residents see: the Recyclerie (giveaways), collection days, full bins, the map, shredding. The content is an example, labelled as such on every screen.
